Born in Bayonne (New Jersey), Tepper moved to New York where he became a staff writer. He paired up with fellow singer Benny Mardones and together they wrote Mardone's hit ballad "Into the Night" which earned them a Grammy Awards nomination. R&B music sensation Usher recorded and reworked "Into the Night" which would appear on his 2010 album "Raymond vs. Raymond" renamed as "Making Love (Into the Night)".
